It needed more Herbert West and less involvement with the overall plot taking place in the series in my opinion.

As I got to the later two issues, I became more and more disappointed. It’s almost like everyone gave up. West’s character was totally off (what was with that coffee cup with the stupid quote on his desk in #17?!) and the story faltered. I still enjoyed some of the little nods, but was still overall disappointed by the end. But for a crossover, it was still pretty good.
