Yost has put so much drive into this arc that it’ll have to come back to Red Robin soon, so that Tim can get back to hunting down Bruce Wayne.

Don’t get me wrong, this wasn’t BAD, just, as you observed, rather flat. Tam does nothing for me, and her interior monologues are intrusive and irritating to me. Oh well. Here’s hoping the next one gets things back to form.
